Community organisations, schools, and local event organisers could soon face fewer administrative hurdles when hosting events following the implementation of the City of Cape Town’s amended Events By-law.
The City announced this week that its Events Amendment By-law, 2025, has been promulgated and is now ready for enforcement, introducing what it describes as a more flexible and enabling framework for events across the metro.
According to the City, the amendments are intended to streamline approval processes for lower-risk events while strengthening Cape Town’s ability to attract and host major national and international events.
One of the key changes gives the events permit officer greater discretion to assess applications based on an event’s size, nature, and risk profile. The City said this would allow for a more proportionate approach to regulation and could reduce compliance requirements for smaller community events.
The amendments also introduce greater flexibility regarding the appointment of Safety Officers, with exemptions able to be considered where alternative safety measures sufficiently mitigate risk.
Mayoral Committee Member for Safety and Security, Alderman JP Smith, said the changes aim to balance public safety with the need to support community events and local economic activity.
“Events play an important role in building vibrant communities, supporting local economies and showcasing Cape Town as a world-class destination,” Smith said in a statement.
A significant addition to the by-law is the introduction of City Protected Events, a mechanism that allows the City Council to support strategically important events that deliver economic, social, and tourism benefits.
Under exceptional circumstances, the council may grant exemptions from certain municipal by-laws to facilitate such events, subject to strict conditions and compliance with national health and safety legislation.
According to Safety and Security Portfolio Committee chairperson Councillor Mzwakhe Nqavashe, the amendments form part of the City’s efforts to create a more practical regulatory environment while boosting Cape Town’s capacity to attract major events, stimulate economic activity and create jobs.
