Residents have until July 27, 2026, to weigh in on the City's proposal to sell and redevelop part of the Civic Centre parking area on the Foreshore into a mixed-use precinct that includes affordable housing.
The proposal, approved by Council for public participation, involves the release of part of Erf 1, Roggebaai, commonly known as the Woodstock Parking site, which currently serves as an open-air staff parking facility.
According to the City, the site's central location next to the Civic Centre and major public transport hubs makes it suitable for high-density, mixed-use development comprising residential, commercial and retail space, as well as public realm upgrades.
Mayoral committee member for economic growth, James Vos, said the project reflects the City's strategy of unlocking greater public value from underused municipal land.
"We are prepared to release underused City-owned assets where this can unlock far greater value for the economy, create jobs, attract investment and improve the urban environment," Vos said.
The City estimates that the development could generate around R230 million from the land sale, attract R1.5 billion in private sector investment, and contribute approximately R50 million annually in rates and service revenue. It also projects the creation of around 3,500 jobs during construction and throughout the development's lifecycle.
Officials say the redevelopment could improve the public environment, increase residential opportunities, including affordable housing, and support the ongoing regeneration of the Foreshore precinct.
The City said the land has been assessed as surplus to municipal requirements but noted that maintaining adequate parking, security and access to the Civic Centre will remain key considerations during the planning process.
The Human Settlements Directorate will also help shape the affordable housing component.
The public participation process is open until July 27, after which comments will help inform the final planning, packaging and conditions of sale for the property.
Residents can submit their comments before the closing date through the City's public participation process.
