Applications are open for the 2025 Junior City Council term, and Grade 10 and 11 pupils are encouraged to apply.
The programme offers Grade 10 and 11 learners across Cape Town an opportunity to grow as young leaders, make a meaningful contribution to their community, and gain an insider’s perspective on the workings of local government.
The Junior City Council programme is the most diverse and inclusive initiative, providing young people with a platform to represent Cape Town’s youth in decision-making spaces while developing essential skills, such as leadership, community project management, public speaking, and advocacy.
Throughout the year-long programme, Junior Councillors will take part in a range of sessions, workshops, and excursions, learning how to read and contribute to the City’s budget, articulate the Integrated Development Plan (IDP), run impactful community projects, and address issues that are most relevant to Cape Town’s youth.
Successful applicants will to serve as City ambassadors, work alongside peers to develop and implement initiatives that positively impact their communities, as well as gain mentorship from City officials.

Applications are open to all Grade 10 and 11 learners for the 2025 academic year.
To apply, pupils must complete the online application form available on the City’s website. Applications close on Tuesday December 31, and applicants should ensure they are in Cape Town from Monday January 27 to Friday January 31 January, 2025 for in-person interviews.
